### 1. Introduction and Purpose

The Hair-Artist Competition is the world’s first major online competition dedicated exclusively to **Hair Art** — the intricate cutting, designing, coloring, and artistic expression of letters, numbers, logos, pictures, cartoon characters, portraits, geometric patterns, and original creative works directly into hair using professional clippers, razors, trimmers, and barbering tools.

This groundbreaking freestyle competition elevates the barber, beauty, and hair art industries by transforming everyday haircuts into high-value, wearable living art. It creates powerful pathways for career advancement, Hair Art Advertising opportunities, networking with sponsors and industry leaders, and measurable charitable impact.

All net proceeds from entry fees, voting fees, and competition profits support **Mobile Charities** and the **HHH Charity (Haircuts for the Helpless and Homeless)**. These funds operate mobile salon buses that deliver free professional haircuts, grooming services, clothing, and dignity-restoring experiences to the homeless, shelters, veterans, first responders, schools, hospitals, and low-income families across communities.

By submitting an entry or participating in any capacity, all competitors, voters, and related parties agree to be bound by these Official Rules and Regulations in their entirety.

### 2. Eligibility

The Hair-Artist Competition is intentionally inclusive and open to the widest possible range of talent:

- Open to **anyone** of any age, gender, race, ethnicity, nationality, or cultural background.
- Open to participants from the United States and all international locations.
- Open to licensed barbers, licensed cosmetologists/hairstylists, students, recent graduates, self-taught artists, and enthusiasts.
- **No barber or cosmetology license is required** to enter or compete.
- Competitors may create their designs on:
  - Real human clients (must comply with all applicable local health, safety, and licensing laws), **or**
  - Official premium Hair-Art-Hide cowhide pieces (and other approved natural hides) available exclusively through the Mr. Hair Art Store at MrHairArt.com.

**Special Recognition for Licensed Hair Artists**  
Graduates and current students of Mobalon’s Online Hair Art School (hairartschool.com) who hold a valid Hair Artist License receive additional benefits, which may include:
- Dedicated category or badge recognition
- Increased visibility and premium placement on the competition website and Hair Art Network
- Potential additional voting weight or scoring advantages (as published on the website prior to each voting period)

Employees, contractors, immediate family members, or agents of Mobalon, Mobile Charities, Mr. Hair Art, or official title sponsors may be subject to eligibility restrictions announced separately.

### 3. Official Five-Step Entry Process

All competitors must complete the following steps in order to have a valid entry:

**Step 1: Create a Free Profile on the Hair Art Network**  
Visit [www.hairartnetwork.com](https://www.hairartnetwork.com) and create a free account and membership. Build a complete, professional public profile that includes your bio, experience, previous work, and high-quality images of your haircuts and Hair Art. This profile functions as your permanent digital portfolio visible to public voters, celebrity judges, and corporate sponsors.

**Step 2: Purchase Your Official Entry**  
Go to the Mr. Hair Art Store at [www.mrhairart.com](https://www.mrhairart.com) and purchase the **$100 competition entry** for each design you wish to submit. You will receive an email order confirmation containing your unique order/receipt number. Each separate design requires its own $100 entry fee.

**Step 3: Complete the Official Enrollment / Submission Form**  
Access the enrollment form through any of the official platforms:
- Hair Art Network
- Mr. Hair Art Store
- Mobalon.com/competition
- Related competition portals

Provide your order/receipt number for payment verification. Upload or link the following required materials:
- High-quality before-and-after photographs of the finished Hair Art design
- Clear photographs showing you with the finished design or actively working on it
- A written description of the design, artistic intent, and selected category
- A **Proof-of-Work Video** (YouTube link strongly preferred) that clearly shows your face and documents the creation process from start to finish (recommended length 60–180 seconds)

**Step 4: Actively Promote Your Entry**  
Competitors are strongly encouraged to promote their entry page link across social media platforms (Instagram, Facebook, YouTube, X/Twitter, TikTok, LinkedIn, etc.), personal networks, client circles, and any other channels. Public votes form a major portion of the scoring system; consistent, authentic promotion significantly increases visibility and competitive standing.

**Step 5: Await Official Judging and Results**  
Once the voting and judging windows close, scores are calculated according to the three-tier weighted system. Official winners are announced on the competition website and through email notification. Prizes and advancement decisions follow the published prize structure for each round.

### 4. Entry Fees, Limits, and Formats

- **Entry Fee:** $100 USD per individual design/entry.
- **Total Competitor Spots:** Strictly limited to **100 competitors** on a first-come, first-served basis for the primary August 2026 round. Registration closes when the limit is reached or at the published deadline, whichever comes first.
- **Multiple Entries:** Competitors may submit more than one design. The exact maximum number of entries per person will be published on the website (currently anticipated between 1 and 5 primary entries). Sub-entries under a main entry are permitted for portfolio purposes but carry reduced voting weight.
- **Accepted Formats:**
  1. Hair Art created on real human clients in professional or home settings.
  2. Hair Art created on official premium cowhide (or approved natural hide) pieces purchased from MrHairArt.com.
- All entry fees are non-refundable except as specifically provided for 6th–10th place finishers in each online round.

If the 100 spots for the August round fill before the deadline, remaining applicants will be placed on a priority waiting list for the October 2026 round.

### 5. Competition Categories

The competition is fundamentally **freestyle** — artists may create any original design their creativity inspires. To help organize entries and highlight specific strengths, competitors select one primary category on the enrollment form:

- **Hair Art Advertising** — Company logos, product names, brand marks, slogans, and promotional imagery cut into hair (living, moving billboards).
- **Graffiti Hair Art / Hair Art Graffiti** — Bold lettering, street-style designs, and graffiti-inspired artwork.
- **Abstract Hair Art** — Original creative visions, abstract pictures, and non-representational artistic expressions.
- **Hair Art Color Creator** — Designs where color application, dyeing, bleaching, markers, colored pencils, or similar media is central to the final result.
- **Hair Art Faces & Portraits** — Detailed faces and portraits of real people, celebrities, or fictional characters.
- **Cow Hide / Hide Hair Art** — Designs executed exclusively on official premium natural hides.
- **Hair Art Cartoons** — Cartoon characters, animated figures, and comic-style illustrations.
- **Logos** — Clean execution of company and brand logos as Hair Art.
- **Freestyle Hair Art** — Geometric patterns, lines, shapes, and pure creative freestyling.
- **Other / Miscellaneous** — Any original Hair Art concept not covered by the categories above.

Additional special awards (Best Portrait, Best Use of Color, Most Innovative Design, etc.) may be announced during the season.

### 6. Submission Requirements and Proof of Originality

Every valid entry must include a complete package:

1. **High-quality before-and-after photographs** that clearly display the finished design from multiple angles if needed.
2. **Photographs of the competitor** standing with or actively working on the design.
3. **Mandatory Proof-of-Work Video** showing the competitor’s face and the full creation process from beginning to end. AI-generated, stock, or third-party videos are prohibited.
4. **Written description** of the piece, artistic intent, tools used, and selected category.
5. **Originality Certification** — By submitting, the competitor certifies that the work is 100% original and created solely by them.

**Strict Prohibitions:**
- AI-generated designs or AI-assisted final artwork
- Designs copied from the internet, other artists, or existing photographs without authorization
- Stock photography or third-party created work presented as original
- Any form of plagiarism or misrepresentation

Entries that fail to meet these standards may be rejected prior to public display or disqualified at any time without refund.

### 7. Official 2026 Competition Timeline (Updated)

**Stage 1 – August 2026 First Online Round (Show Dates)**  
- Entry Period: Open now through the end of August 2026 (or until the 100-spot limit is reached).  
- Public Voting Window: Throughout the month of **August 2026** (real-time results displayed on the competition website).  
- Celebrity and Sponsor Judging: Concurrent with or immediately following the public voting period in August.  
- Winners Announced & Prizes Distributed: By the end of August 2026.  
- Top 10 finishers automatically advance free of charge to the October 2026 round.

**Stage 2 – September–October 2026 Second Online Round**  
- New competitors may enter; August Top 10 advance automatically.  
- Entries and public voting: September through October 2026.  
- Judging and results: By the end of October 2026.  
- Top 10 finishers advance free of charge to the December Grand Finale.

**Stage 3 – December 2026 Grand Finale**  
- Live, in-person competition held at the **Mobile Salon Expo in Dallas, Texas**.  
- Top advancing artists compete on stage for the ultimate prize: a custom-built **$150,000 Mobile Salon Bus**.  
- Larger stage trophies, additional major awards, entertainment, and industry networking opportunities will be featured.  
- Exact date, time, venue details, and live-stream information will be published on mobalon.com/competition and communicated to finalists via email.

All times are based on Central Time (Dallas, Texas). Mobalon reserves the right to adjust specific windows for operational reasons; any changes will be posted promptly on the official website.

### 8. Judging and Voting System

Winners in each online round are determined by a transparent, balanced three-tier weighted scoring system designed for fairness and to prevent domination by any single group:

- **Public Votes — 50%**  
  Anyone worldwide may cast votes on individual entries. A small per-vote fee ($1) is required to prevent spam, bots, and non-serious participation. All public votes received across a competitor’s multiple entries are aggregated into a single total public score for that artist. Real-time vote tallies are displayed on the competition website.

- **Celebrity Judges — 30%**  
  Invited celebrities, influencers, and recognized industry leaders review each artist’s complete profile and body of submitted work, then assign a holistic 1–10 ranking to the hair artist as a whole.

- **Sponsor / Corporate Judges — 20%**  
  Brand partners and corporate sponsors evaluate artists from a commercial and professional perspective and cast a simple Hire/Fire (or Yay/Nay) vote.

Final rankings are calculated by combining the three weighted components. The highest overall score receives 1st place, the next highest 2nd place, and so on. The exact weighting percentages and any minor procedural details will be confirmed and published on the website before each voting period begins and will remain fixed for that round.

Vote manipulation, fake accounts, coordinated spam campaigns, or any attempt to artificially inflate scores is strictly prohibited and will result in disqualification.

### 9. Prizes and Awards

**August 2026 First Round Prizes**  
- 1st Place: $10,000 + Official Trophy + Automatic free advancement to October  
- 2nd Place: $5,000 + Official Trophy + Automatic free advancement  
- 3rd Place: $2,500 + Official Trophy + Automatic free advancement  
- 4th Place: $1,000 + Official Trophy + Automatic free advancement  
- 5th Place: $500 + Official Trophy + Automatic free advancement  
- 6th through 10th Place: Full $100 entry fee refunded + Official Trophy + Automatic free advancement  

All Top 10 trophies for the online rounds will be mailed to the winners. Additional sponsor-donated physical or digital prizes may be announced during the season.

**October 2026 Second Round Prizes**  
- 1st Place: $20,000 + Trophy + Free advancement to Grand Finale  
- 2nd Place: $10,000 + Trophy + Free advancement  
- 3rd Place: $5,000 + Trophy + Free advancement  
- 4th Place: $2,500 + Trophy + Free advancement  
- 5th Place: $1,250 + Trophy + Free advancement  
- 6th–10th Place: Full $100 entry fee refunded + Trophy + Free advancement  

**December 2026 Grand Finale (Live in Dallas)**  
- **Grand Prize:** Custom-built $150,000 Mobile Salon Bus + large live-stage trophy  
- Additional major cash prizes, stage trophies, and industry recognition awards for top placements  
- Presented live on stage at the Mobile Salon Expo

All prizes are subject to verification of eligibility, compliance with these rules, and successful completion of any required tax or identity documentation. Winners are solely responsible for any applicable taxes, shipping costs (where relevant), and fees.

### 10. Code of Conduct

All competitors, voters, judges, sponsors, and participants must maintain professional, respectful, and sportsmanlike behavior at all times. The following actions are strictly prohibited and will result in immediate disqualification without refund, removal of entries, forfeiture of any prizes, and possible permanent ban from future Mobalon events:

- Harassment, discrimination, bullying, threats, or abusive conduct toward any person
- Cheating, plagiarism, or submission of non-original work (including AI-generated content)
- Vote manipulation, use of bots, fake accounts, or coordinated voting schemes
- Infringement of third-party intellectual property rights
- Any activity that damages the reputation of the competition, Mobalon, Mobile Charities, or the hair art industry

Mobalon and the Competition Committee reserve the sole right to investigate and rule on any alleged violations. Decisions are final.

### 11. Intellectual Property and Licensing

Competitors retain full ownership of their original Hair Art designs and creative concepts.

By entering the competition, each competitor grants Mobalon, Mobile Charities, Mr. Hair Art, and their authorized partners a **non-exclusive, royalty-free, worldwide, perpetual license** to use, reproduce, display, distribute, broadcast, and create derivative promotional materials from the submitted photographs, videos, descriptions, and likenesses for the following purposes:
- Marketing and promotion of the Hair-Artist Competition and related events
- Broadcast and streaming on Mobalon TV, Hair Art TV, and partner channels
- Display on websites, the Hair Art Network, social media, mobile salon buses, and physical galleries
- Educational materials, future competitions, and archival purposes

This license does not transfer ownership of the underlying artistic design itself.

### 12. Charity Impact and Transparency

A substantial portion of every entry fee, every voting fee, and all net competition profits is donated to **Mobile Charities** (mobilecharities.org), a registered 501(c)(3) nonprofit. Primary focus is the **HHH Charity (Haircuts for the Helpless and Homeless)**, which deploys mobile salon buses to provide free professional haircuts and related services to:
- Homeless individuals and shelters
- Battered women’s shelters
- Veterans and first responders
- Schools and educational programs
- Hospitals and low-income families

Financial reports and impact summaries are made available through the Mobile Charities website. Participants and sponsors interested in tax documentation should contact Mobile Charities directly.

### 13. Liability, Disclaimers, and Risk

Participation in the Hair-Artist Competition is entirely voluntary and undertaken at the competitor’s own risk. Mobalon, Mobile Charities, Mr. Hair Art, sponsors, judges, and all related affiliates and agents shall not be liable for:
- Any personal injury, property damage, or financial loss arising from participation
- Technical failures of websites, upload systems, voting platforms, or streaming services
- Decisions rendered by celebrity judges, sponsor judges, or the Competition Committee
- Changes to schedule, format, prizes, or rules (which will be communicated as promptly as possible)
- Any claims related to the use or non-use of prizes

Competitors are solely responsible for complying with all local, state, and national laws governing hair services, sanitation, and professional practice when working on real clients.

### 14. Modifications to These Rules

Mobalon and Mobile Charities reserve the absolute right to update, amend, clarify, or modify these Official Rules and Regulations at any time for any reason. All changes will be posted on the official competition website (mobalon.com/competition-rules and related pages) and, where appropriate, communicated by email to registered competitors. Continued participation after any modification constitutes acceptance of the revised rules.

### 15. Governing Law and Final Authority

These Official Rules are governed by the laws of the State of Texas, United States of America, without regard to conflict-of-law principles. Any disputes shall be resolved exclusively in the courts of Texas.

All decisions of the Competition Committee, judges, and Mobalon regarding eligibility, scoring, disqualification, prize awards, and interpretation of these rules are final and binding.
